In late March, after two years of withering attacks on Ukraine, Russia knocked out half of Ukraine’s power supply. Up to that point, Russia’s missiles and kamikaze drones had mostly targeted the Ukrainian substations that push electricity from power plants to consumers. But the global community must now draw bright lines for combatants in future conflicts — and strengthen the hand of future prosecutors — by codifying specific protections for power grids. The international community already attempts to do that for select infrastructure, including hospitals, dams and nuclear power plants, via the Geneva Conventions. It’s time to add power grids to that privileged roster.

The United States military said it had shot down dozens of the drones and missiles that Iran fired at Israel on Saturday, as other allies affirmed support for Israel or pledged to help defend it. Rear Adm. Daniel Hagari, Israel’s chief military spokesman, said that Israel had intercepted most of the 200 drones, cruise missiles and ballistic missiles launched by Iran with “some assistance” from its allies. Defense Secretary Lloyd J. Austin III said late Saturday that U.S. forces had intercepted dozens of missiles and attack drones launched at Israel from Iran, Iraq, Syria and Yemen. The United States did not provide further details on its role in intercepting the attacks. In the past six months of war between Israel and Hamas, the United States has countered attacks from Iran’s proxies in the region, including those from the Iran-backed Houthi militia in the Red Sea.

CNN —Hundreds of armed Israeli settlers stormed a village in the occupied West Bank on Friday, setting fire to several homes and cars in one of the largest attacks by settlers this year, according to Palestinian officials. According to Abu-Alia, Israeli security forces had informed Palestinian officials that the settlers were looking for an Israeli teenager who had gone missing earlier in the day. Videos obtained by CNN show parts of the village burning, with smoke billowing over several buildings and settlers lobbing rocks. Israeli settlers wearing headscarves are seen near billowing smoke. Abu-Alia told CNN settlers stole approximately 70 sheep from the Palestinian village.

CNN —US Coast Guard leaders illegally used nondisclosure agreements to prevent sexual assault victims from speaking out about their alleged attacks, according to a congressional inquiry sparked by a CNN report into sexual misconduct at the prestigious Coast Guard Academy. CNN reported last year that Coast Guard leaders had guarded the secrecy of the internal investigation to the point that officials with access to case materials had to sign non-disclosure agreements. “Requiring victims to agree not to discuss what happened to them is particularly reprehensible,” Sen. Ted Cruz wrote in a letter to the Coast Guard Sunday. Cruz’s letter is just the latest fall-out for the Coast Guard since the Fouled Anchor controversy broke last June. “This is a disservice to the survivors of rape and other sexual assaults at the Academy, whom the Coast Guard has already failed once,” he wrote.
